# What Is a Certificate of Origin (COO) and do I need it?

## Do I need a Certificate of Origin (COO)?

* A **Certificate of Origin** is an **international trade document** that certifies in which country a product was manufactured.
* It’s used primarily for **Customs clearance** and to determine whether goods qualify for **preferential duty rates** under free trade agreements (e.g., USMCA, CAFTA, etc.).
* Issued by the **exporter**, **manufacturer**, or a **chamber of commerce**, and usually required for Customs when goods cross borders.

👉 For **children’s products**, a COO serves the same role as for any other product: it proves **where the goods were made** for duty, tariff, and trade compliance purposes.

#### 🧸 What About Children’s Product Compliance?

For children’s products specifically, U.S. law (under the **Consumer Product Safety Improvement Act, CPSIA**) requires a different compliance document:

* **Children’s Product Certificate (CPC):**

* Certifies the product meets all **CPSC safety rules and standards** (e.g., ASTM F963 toy safety, lead content, phthalates).
* Must be based on testing from a **CPSC-accepted third-party lab**.
* Includes details like product description, rules tested, manufacturer, importer, and testing lab.

⚠️ **Important distinction:**

* **COO** → Trade/Customs requirement (country of manufacture).
* **CPC** → Safety compliance requirement (regulatory requirement for children’s products in the U.S.).

#### ✅ In Summary

* A **Certificate of Origin (COO)** proves where a children’s product was manufactured and is mainly for **Customs and tariffs**.
* A **Children’s Product Certificate (CPC)** is required by the U.S. CPSC to prove the product meets **child safety standards**.
* Importers of children’s products into the U.S. usually need **both**: the **COO** for Customs clearance and the **CPC** for safety compliance.
